Statement of Ethical Obligations

 

Oath or Affirmation of Office

In taking the Oath or Affirmation of Office, each Councillor has made a commitment to undertake the duties of the office of councillor in the best interests of the people of Cumberland and Cumberland City Council and that they will faithfully and impartially carry out the functions, powers, authorities and discretions vested in them under the Local Government Act 1993 or any other Act to the best of their ability and judgment.

 

Conflicts of Interest

A councillor who has a conflict of interest in any matter with which the council is concerned, and who is present at a meeting of the council when the matter is being considered, must disclose the interest and the nature of the interest to the meeting as soon as practicable. Both the disclosure and the nature of the interest must be recorded in the minutes of the Council meeting where the conflict of interest arises. Councillors should ensure that they are familiar with Parts 4 and 5 of the Code of Conduct in relation to their obligations to declare and manage conflicts of interests.

Mayoral Minute - Kings Birthday Honour's List 2024

Summary

I would like to congratulate two residents of Cumberland LGA who have been awarded the Medal of the Order of Australia (OAM) in the General Division on the 2024 King’s Birthday Honours List.

They are Mr Jonathan Scott Gleeson of Lidcombe, who was awarded for Service to Martial Arts; and Mrs Marie-Louise Marisa Previtera of Greystanes, who was awarded for service to the Maltese community of New South Wales.

Mr Gleeson has contributed to martial arts widely since the 1990s. He is a Shihan (Master-Teacher), Chief Instructor and Manager of the Sydney Karate Club. He also holds many positions at the International Sports Karate Association Australia, such as being a referee, General Manager and Managing Director.

In 2019 he was the Head Coach of the Australian Team in the US Open World Martial Arts Championships.

Over the years, Jonathan has received recognition and a number of awards including Referee of the Year in 2006 and Instructor of the Year in 2009. In 2014 he was inducted into the Martial Arts Hall of Fame for his contribution to the Martial Arts industry in Australia.

Mrs Previtera has been working within the Maltese Community since 1999 when she became a member of the Maltese Cultural Association of NSW.

During the years she has held the position of Welfare Officer and Secretary at the Maltese Community Council of NSW. She has been a member of the Council for Maltese living Abroad since 2018 and has been the Vice President and Choir Director of the Maltese Cultural Association of NSW. Currently Mrs Previtera is the Secretary of the Friends of Providence House, which she co-founded in 2011 to raise funds for an organisation that provides residential services to persons with disabilities in Malta.

In 2013 Mrs Previtera received the Quiet Achiever's Award from the Maltese Welfare New South Wales.

On behalf of Cumberland Council, I congratulate our Order of Australia Medal recipients for 2024.

Therefore Councillors, tonight I move the following:

 

 Recommendation

That Council:

1.   Congratulate Mr Gleeson and Mrs Previtera on being awarded the Medal of the Order of Australia.

2.   Organise a Mayoral reception to congratulate individuals awarded the Medal of the Order of Australia.

Mayoral Minute – Cumberland Council Local Government Awards 2024

Summary

 

It gives me great pleasure to advise of awards received by Cumberland Council at the 2024 NSW Local Government Excellence Awards.

 

At the Local Government NSW Excellence Awards on 6 June 2024, Cumberland Council received two awards:

 

Finance Dux to Deputy General Manager, Melissa Attia; and

 

‘Highly Commended’ in the Excellence in Risk Management Award to the Audit, Safety and Risk Team for Council’s Water Safety Program.

 

Council’s Deputy General Manager and Director of Corporate Performance, Melissa Attia attended a one-week intensive finance course in March 2023, where she demonstrated excellence and was awarded Finance Dux at this year’s Awards.

 

The course designed for Local Government professionals, provided participants with a deeper understanding of financial management within their councils and acquired practical skills to enhance their roles. Ms Attia’s ability to apply advanced financial concepts to her responsibilities highlights her personal dedication to professional development and excellence in public service.

 

Council’s Highly Commended Risk Management award for the Water Safety Program was a whole of Council initiative coordinated by Council’s Audit, Risk and Safety team, and was developed to increase community water safety awareness during a period where there was a significant decline in water skills post the Covid-19 pandemic.

 

The program involved Council undertaking a range of initiatives including detailed audits of all swim centres, external specialised training of pool staff and management, creation of multi lingual audio/visual signage in all swim centres, execution of a detailed community awareness communications plan, issuing of water safety packs including a picture book about water safety to all children attending Council’s Education and Care centres, and elected Councillor support through a Mayoral Minute passed at a Council meeting. Council also ran various social media campaigns including one Councillor’s participation in the Learn to Swim program to help encourage the community.

 

The program has been highly successful.

 

I would like to congratulate the General Manager, Deputy General Manager, the Executive Team and all of Council’s employees, who play a vital role in creating a stronger Council and making our community better.

 

I’m very proud to be showcasing these awards here tonight. Congratulations to all on their achievements.

 

Therefore Councillors, tonight I move the following: Recommendation

 

That Council congratulate the Deputy General Manager Melissa Attia and the Audit Safety and Risk Team on their 2024 Local Government Excellence Awards, and their outstanding contributions to Council and the Cumberland local government area.
