Statement of Ethical Obligations
Oath or Affirmation of Office
In taking the Oath or Affirmation of Office, each Councillor has made a commitment to undertake the duties of the office of councillor in the best interests of the people of Cumberland and Cumberland City Council and that they will faithfully and impartially carry out the functions, powers, authorities and discretions vested in them under the Local Government Act 1993 or any other Act to the best of their ability and judgment.
Conflicts of Interest
A councillor who has a conflict of interest in any matter with which the council is concerned, and who is present at a meeting of the council when the matter is being considered, must disclose the interest and the nature of the interest to the meeting as soon as practicable. Both the disclosure and the nature of the interest must be recorded in the minutes of the Council meeting where the conflict of interest arises. Councillors should ensure that they are familiar with Parts 4 and 5 of the Code of Conduct in relation to their obligations to declare and manage conflicts of interests.

Summary
It is with great pride that tonight I congratulate individuals within Cumberland Council who were awarded the Medal of the Order of Australia (OAM).
Firstly, Councillor Dr Sabrin Farooqui was awarded the OAM in the General Division for her service to the community, and to multicultural affairs. Councillor Farooqui has long been a passionate advocate for human rights, social justice and cultural diversity. She has worked for both private and public sectors, in higher education, research and policy. Councillor Farooqui is the Founder and President of Cultural Diversity Network Incorporated. She was also previously a Women's Advisory Committee Member at the Federation of Ethnic Communities Councils of Australia. She has also been a volunteer at Settlement Services International, and a volunteer at the Australian South Asia Forum.
Mr David Allan Williams was awarded the OAM in the General Division for his service to veterans and to the community. ‘Uncle Dave’ as he is known locally, is a proud Bundjalung man. He joined the Australian Navy in 1965, and was an engineer, diver and submariner, serving for almost 30 years. These days, Uncle Dave generously volunteers his time to the community in various capacities, including providing support to veterans and their families. He is the current Chairperson of Council’s Aboriginal & Torres Strait Islander Consultative Committee, a member of the Reconciliation Action Plan Working Group, and a member of Council’s Heritage Committee and the Warali Wali Trail project. He is also a member of Merrylands RSL Sub Branch. He also assists Council at our regular Australian Citizenship Ceremonies by performing the Acknowledgement of Country and delivering a welcome message to our new citizens.
Mr Sarkis Chahine Karam of Merrylands was awarded the OAM in the General Division for his service to the Lebanese community of Sydney. Mr Karam has served as both member and president of the Association of Zgharta, Vice-President and Secretary of the Maronite Catholic Society of Australia, and Federal Secretary-General of the United Australian Lebanese Movement. He is also a journalist and author, with English and Arabic titles. He is also a Merrylands RSL Club Director, and has previously been awarded the shield of the Lebanese Consulate in Sydney and the Lebanese World Cultural Union Award.
Mr Peter Bacha was also awarded the OAM in the General Division for Service to football, and to the community. Mr Bacha is a life member of Granville District Soccer and Football Association (GDSFA) and the founding member of Rydalmere Football Club, who plays as part of the GDSFA.
Finally, the late Mr John Edward Glennon received OAM posthumously in the General Division for service to veterans and their families, and to the community. Relevant to Cumberland Council, Mr Glennon was formerly Secretary of the Auburn Sub-Branch, Returned and Services League of Australia. He was also a volunteer for the Lidcombe-Auburn Gumbuya Day Club for Senior Citizens, from 2009.
On behalf of Cumberland Council, I sincerely congratulate our Order of Australia Medal recipients for 2024.
Therefore Councillors, tonight I move the following:
That Council: 1. Congratulate Councillor Sabrin Farooqui, Mr David Allan Williams, Mr Sarkis Chahine Karam, Mr Peter Bacha, and the late Mr John Edward Glennon on being awarded the Medal of the Order of Australia. 2. Organise a Mayoral reception to congratulate individuals awarded the Medal of the Order of Australia, including the family of the late Mr John Edward Glennon. |
