Statement of Ethical Obligations
Oath or Affirmation of Office
In taking the Oath or Affirmation of Office, each Councillor has made a commitment to undertake the duties of the office of councillor in the best interests of the people of Cumberland and Cumberland City Council and that they will faithfully and impartially carry out the functions, powers, authorities and discretions vested in them under the Local Government Act 1993 or any other Act to the best of their ability and judgment.
Conflicts of Interest
A councillor who has a conflict of interest in any matter with which the council is concerned, and who is present at a meeting of the council when the matter is being considered, must disclose the interest and the nature of the interest to the meeting as soon as practicable. Both the disclosure and the nature of the interest must be recorded in the minutes of the Council meeting where the conflict of interest arises. Councillors should ensure that they are familiar with Parts 4 and 5 of the Code of Conduct in relation to their obligations to declare and manage conflicts of interests.

Mayoral Minute - Condolences - The Late Marie Therese Wood

Summary
It is with sadness that I note the passing of Marie Therese Wood on 19 September 2023, at the age of 87.
Marie Therese Wood was born on 10 September 1936. Marie and her late husband John Peter Wood lived and raised their family in Tara Street, Merrylands, where they lived from around 1954 until the late 1990s. Marie remained in Merrylands and Granville until 2019, when she moved to Aged Care due to ill health.
She was first elected as a Councillor for the Granville Ward, Parramatta Council during the Local Government election held on 14 September 1991. Marie worked during the same term that Lord Mayor John Haines OAM led Parramatta Council, and did not contest in the next elections, leaving Council in 1995.
Marie dedicated over 50 years to the community as an Australian Labor Party Member. She worked as the Secretary to the Park Hill Branch within the Reid Electorate, and worked with the offices of Tom Uren, Kim Yeadon and Jack and Laurie Ferguson. Marie also did volunteer work for the NSW seat of Granville and Federal seat of Reid. During her days at Parramatta Council, she advocated for local hospitals being poorly funded and having long waiting times.
She was a mother to eight children - David, Peter, Ian, Leslie, Mark, Craig (deceased), Alan, and Damian. A grandmother to 22 grandchildren and 13 great grandchildren.
Marie devoted years to charity work within our community, such as:
· School Canteen and various Working Committees regularly for over 15 years at Patrician Brothers Granville, where all her sons attended.
· Sports canteen and “Jersey washing” for Football Clubs for all her children playing sports.
· A Volunteer at St Vincent De Paul Society for over 25 years.
· President of the Francis Fisk Childcare Centre for over 6 years from inception.
· Volunteer / Secretary on the NSW Schizophrenia Organisation with Mr Jack Gibson, Australian ARL Coach.
· Involved with NSW Scouting organisation for over 20 years (Fundraisers, Working Bees, Drives, Committee)
Therefore Councillors, tonight I move the following:
1. Notes with sadness the passing of Marie Therese Wood; and 2. Observe a minute’s silence in honour of the life of Marie Therese Wood and all that she contributed to our community. |

Mayoral Minute - Condolences - The Late Charles William Munnery OAM

Summary
It is with sadness that I note the passing of Charles William Munnery OAM on 18 September 2023, at the age of 99.
Charles was born on 17 March 1924 in Sarina, Queensland. In 1942, Charles enlisted in the army and served as a Corporal in the 2/6 Australian Infantry Battalion (Regimental Number QX41634), where he fought in New Guinea, returning to Australia in 1947.
Charles’ father had been born in Merrylands in 1894, and after the war Charles came to visit relatives here. Merrylands became his new home, and he got a job as a floor tiler. He joined the Merrylands Football Club and met his future wife, Betty Roach. Charles and Betty were married on 15 April 1950 at the Holy Trinity Church in Granville.
In 1947, Charles joined the Merrylands RSL. Charles worked hard within the community and became President of Merrylands RSL Club in 1960, a role he held for 14 years until 1974. He was Life Member No 2. He was also a member of the Merrylands Sub- Branch from 1948 and Honorary Secretary from 1960-1961.
Charles dedicated his life to helping others and in 2010 he was awarded The Medal of the Order of Australia (OAM) for his service to veterans and their families and to the community.
A celebration service will be held at Lance Boots Funeral Chapel, 3 Johnson Close, Raymond Terrace at 11.00am on Friday 29 September 2023.
Therefore Councillors, tonight I move the following:
Recommendation That Council: 1. Notes with sadness the passing of Charles Munnery OAM; and 2. Observe a minute’s silence in honour of the life of Charles Munnery and all that he contributed to our community.

Mayoral Minute - Support for the 2023 Powerchair World Cup

Summary
The Fédération Internationale de Powerchair Football Association (FIPFA) Powerchair Football World Cup will be held from 15 – 20 October 2023 at Sydney Olympic Park. After two COVID postponements, the Australian Poweroos are ready to take on the world.
Powerchair Football is a modified version of football (soccer) for powerchair users. It is a sport on the rise across the world, and provides a fantastic community for people with serious disabilities such as Muscular Dystrophy, Cerebral Palsy and Quadriplegia to excel within inclusion sports. The sense of inclusion, play, competition, community, aspiration and achievement that this football provides for the participants is profound.
The Countries competing in the 2023 FIPFA Powerchair World Cup are Argentina, Australia, Denmark, England, France, Republic of Ireland, Japan, Northern Ireland, Uruguay and the United States of America.
To ensure the tournament is delivered, FIPFA Powerchair Football World Cup are seeking supporters and sponsorships from a number of organisations, including local Councils.
This is an important event, which drives outcomes of inclusivity which align with Council’s adopted Disability Inclusion Action Plan. I therefore am seeking the support of Council to donate $5,000 in support of this event, which is proposed to be budgeted from the Community Reserve.
Therefore Councillors, tonight I recommend the following:
Recommendation That Council support the 2023 FIPFA Powerchair World Cup with a donation of $5,000, made directly to the Australian Powerchair Football Association Incorporated (ABN 96 283 374 517), funded through the Community Reserve. |
