CONFIRMATION OF previous MINUTES endorsed by council

It was noted that the minutes of the Ordinary Cumberland Traffic Committee Meeting held on 7 June 2023 were endorsed at the Ordinary Council Meeting held on 19 July 2023 as provided in the report with the exception of items CTC-23-085, CTC-23-092, CTC-23-104 and CTC-23-105 which were separately dealt with.

 

CTC-23-085: Council resolved that Council defer the consideration of this matter and that a detailed consultation process be undertaken.

 

CTC-23-105: Council resolved the following:

1.         Additional edge line markings be provided on both sides of Kibo Road, Regents Park, to support road safety by providing better delineation of travel lanes for motorists.

 

2.         Council forward the detailed line marking plans for Kibo Road, Regents Park,

to Transport for NSW for concurrence.

 

3.         The installation of traffic calming devices on Kibo Road, Regents Park be

supported.

 

4.         Council request Auburn Police Area Command to undertake random speed

surveillance in Kibo Road.

 

5.         Council review traffic conditions in Kibo Road in June 2024 and report back to

Traffic Committee.

 

6.         Council investigate the provision of a pedestrian crossing at a suitable location

in Kibo Road and report back to Traffic Committee in August 2023.

 

7.         The concerned residents be notified of the outcome.

1.      The installation of ‘1/4P; 7:30AM-6:00PM; MON-FRI’ at the frontage of property numbers 7 and 9 Rowley Road, Guildford in accordance with the attached plan be approved.

2.      The cost of the installation of the signage be borne by the owner of the business and at no cost to Council.

3.      Council notify the owner of the business of the outcome.

The Traffic Committee recommends that:

1.      The conversion of the existing ‘1/2P 8am-6pm Monday to Friday, 8:30am-12:30pm Saturday’ on the southern side of Wisdom Street, Guildford West to an accessible parking space in accordance with the attached plan be supported.

2.      The provision of 20m ‘1/2P 8am-6pm Monday to Friday, 8:30am-12:30pm Saturday’ parking restrictions on the southern side of Lucas Street between Nos 24-26 in accordance with the attached plan be supported.

3.         The Principal of Granville Public School be notified of the above outcome.

2.      The concerned residents be notified of the recommendation.

2.      The affected /concerned residents be notified of the recommendation.

Resolved by Exception

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of speed humps in Kibo Road, Regents Park, be approved in accordance with the attached plan.

2.      The installation of a pedestrian refuge on Kibo Road, Regents Park outside Kibo Reserve, be approved in accordance with the attached plan.

3.      Council undertake consultation with directly affected and adjacent residents on these plans and amend as required following consultation.

4.      The concerned residents be notified of the outcome.

 

ITEM CTC-23-123 - Kihilla Road and Argyle Street, Auburn - Proposed Intersection Treatment

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of speed cushions on the Kihilla Road approaches at its intersection with Argyle Street, Auburn in accordance with the attached plan be approved.

2.      The installation of additional ‘STOP’ signs on the Kihilla Road approaches at its intersection with Argyle Street, Auburn in accordance with the attached plan be approved.

3.      The concerned resident be notified of the outcome.

 

ITEM CTC-23-125 - Station Street, Wentworthville - Proposed Road Closures for Diwali Festival 2023 Event

Resolved by Exception

The Traffic Committee recommends that the temporary closure of Station Street, Wentworthville between Dunmore Street and Perry Street and Rick Street car park between the hours of 7:00am Saturday 18 November 2023 to 2:00am Sunday 19 November 2023 be approved subject to the following conditions:

1.      All affected businesses, residents and emergency stakeholders being notified/consulted of the closure.

2.      Complying with the notification requirements of the Roads Act 1993, i.e. placing public notices in a newspaper and erecting notices on the road.

3.      Bus operators shall be consulted of the closure.

4.      Approval of a Traffic Management Plan by Transport for NSW and the Transport Management Centre be obtained.

 

ITEM CTC-23-127 - Jones Street, Wentworthville - Road Safety Concerns

Resolved by Exception

The Traffic Committee recommends that Council undertake consultation with the residents of Jones Street, Wentworthville to assess support or otherwise of resident for installation of traffic calming devices in the street and report back to the Traffic Committee.

 

ITEM CTC-23-128 - Lucas Street, Guildford - Road Safety Concerns

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of traffic calming devices on Lucas Street, Guildford not be supported.

2.      The concerned resident be notified of the outcome.

 


ITEM CTC-23-130 - Runyon Avenue, Greystanes - Road safety Concerns

Resolved by Exception

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of traffic calming devices on Runyon Avenue, Greystanes not be supported.

2.      Council notify concerned resident of the outcome.

 

 

ITEM CTC-23-124 - Chetwynd Road, Guildford - Road Safety Concerns

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The existing ‘S1’ line marking on Chetwynd Road between Amherst Street and Guildford Road be replaced with ‘‘BB’’ line marking as per attached drawing.

2.      The installation of traffic calming devices on Chetwynd Road, Guildford between Hawksview Street and Guildford Road not be supported.

3.      Council review conditions in Chetwynd Road, Guildford between Hawksview Street and Guildford Road in April 2024 and report to Traffic Committee if required.

4.      Council notify concerned resident/s of the outcome.

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      Installation of traffic calming devices on Chetwynd Road, Merrylands between Merrylands Road and Newman Street not be supported.

2.      Council review traffic conditions on Chetwynd Road, Merrylands, and report back to the Traffic Committee in April 2024.

3.      Council notify concerned resident of the recommendation.

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of traffic calming devices on McArthur Street, Guildford not be supported.

2.      Council review conditions in McArthur Street, Guildford, and report back to Traffic Committee in August 2024 if required.

3.      Council notify concerned resident of the recommendation.

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of traffic calming devices on Tennyson Parade, Guildford West not be supported.

2.      Council review traffic conditions on Tennyson Parade, Guildford West and report back to the August 2024 Traffic Committee if required.

3.      Council notify concerned resident of the recommendation.

The Cumberland Traffic Committee resolved and recommends to Council that:

1.         The installation of speed humps on Dennistoun Avenue, Guildford West not be supported.

 

2.         Council investigate alternate traffic calming options and report back to CTC in November 2023.

 

3.         Edge line marking be provided on both sides of Dennistoun Avenue in accordance with the attached plan.

 

4.         The concerned residents be notified of the recommendation.

ITEM CTC-23-133 - Hampden Road, South Wentworthville - Consultation Results

The Cumberland Traffic Committee resolved and recommends to Council that:

1.      The installation of speed humps in Hampden Road, South Wentworthville in accordance with attached plans be approved in principle.

2.      Council undertake consultation with adjacent properties and report back to the Traffic Committee in November 2023.

ITEM CTC-23-134 - Lockwood Street, Merrylands - Road Safety Concerns

The Cumberland Traffic Committee resolved and recommends to Council that:

1.         The installation of speed humps in Lockwood Street, Merrylands be approved in principle.

 

2.         Council prepare speed hump design and undertake consultation with directly affected and adjacent residents.

 

3.         Council report back to the Traffic Committee the outcomes of consultation on the proposal in February 2024.

 

4.         Residents be notified of the recommendation.

ITEM CTC-23-135 - Hawksview Street, Guildford / Merrylands - Road Safety Concerns

The Cumberland Traffic Committee resolved and recommends to Council that:

1.         The installation of traffic calming devices in Hawksview Street in Guildford and Merrylands, between Guildford Overpass and Chetwynd Road, be approved in principle.

 

2.         Council prepare speed hump design and undertake consultation with directly affected and adjacent residents.

 

3.         Council report back to the Traffic Committee the outcomes of consultation on the proposal in November 2023.

 

4.         The Member for Granville be notified of the recommendation.

Discussion:

Previous Cumberland Traffic Committee (CTC) meeting recommended that the existing S1 linemarking in Hawksview Street be replaced with BB linemarking. This recommendation was resolved by Council at its meeting on 19 July 2023.

Following this decision, Council is progressing the installation of the linemarking as a matter of urgency.

 

ITEM CTC-23-136 - Redfern Street, South Granville - Road Safety Concerns

The Cumberland Traffic Committee resolved and recommends to Council that:

1.         The installation of speed humps at the approach to the roundabout at the intersection of Clyde Street and Redfern Street, South Granville, be approved in principle.

 

2.         Council prepare speed hump design and undertake consultation with directly affected and adjacent residents.

 

3.         Council report back to the Traffic Committee the outcomes of consultation on the proposal.

 

4.         The resident be notified of the recommendation.

General Business

The following general business was raised:

7- 33 Olympic Drive, Lidcombe

Mr Elias Elias advised the Committee that following residents’ concerns, Council to write to Transport for NSW to investigate safety measures including speed reduction in this area as it is a State Road. Information will also be provided to the State Member of Auburn.
