Part 1 - Recommended for Approval under Delegated Authority in accordance with Part 1 of the Terms of Reference for the Cumberland Local Traffic Committee.
The Committee resolved the below items on the Traffic Committee Agenda as per the recommendations in the reports:
· Part 1: CTC-23-001, CTC-23-002, CTC-23-003, CTC-23-005, CTC-23-006, CTC-23-007, CTC-23-008, CTC-23-009, CTC-23-011, CTC-23-012, CTC-23-013 and CTC-23-015.

ITEM CTC-23-001 - ALEXANDRA AVENUE, WESTMEAD - PROPOSED CHANGE OF EXISTING SIGNAGE AND LINEMARKING |
Resolved by Exception The Traffic Committee resolved that: 1. The signage and line marking on Alexandra Avenue, Westmead associated with the Refuge Island on Park Parade, Parramatta in accordance with the attached plan be approved.
2. City of Parramatta be notified of the outcome. |
ITEM CTC-23-002 - BEATRICE STREET, AUBURN – PROPOSED ‘1/4P’ TIMED PARKING RESTRICTION |
The Traffic Committee resolved that: 1. The existing 20m full-time unrestricted parking spaces on the northern side of Beatrice Street, Auburn outside No.16 be replaced with ‘1/4P between 8am-9.30am and 2.30pm-4pm School Days’ signs in accordance with the attached plan be approved.
2. Further consultation shall be carried out to the affected residents for an additional period of 14 days prior to the installation of the signs. |
ITEM CTC-23-005 - PARK ROAD, AUBURN – PROPOSED ‘BUS ZONE’ SIGNS |
The Traffic Committee resolved that: 1. The installation of ‘Bus Zone’ signs on the eastern side of Park Road, Auburn near No.80 Park Road in accordance with the attached plan be approved. 2. The affected residents be notified of the outcome. |
ITEM CTC-23-007 - WILLIS AVENUE AND BLIGH STEET, GUILDFORD – PROPOSED ‘NO STOPPING’ RESTRICTIONS AND LINE MARKING |
The Traffic Committee resolved that: 1. The installation of ‘No Stopping’ signs and line marking at the intersection of Willis Avenue and Bligh Street, Guildford in accordance with the attached plan be approved.
2. This matter to be renotified to affected residents for a period of 14 days prior to the installation of signs. |
ITEM CTC-23-009 - OXFORD STREET, MERRYLANDS – PROPOSED ‘NO PARKING’ RESTRICTIONS OUTSIDE MERRYLANDS BOWLING CLUB DRIVEWAY |
Resolved by Exception The Traffic Committee resolved that: 1. The installation of ‘No Parking’ signs on Oxford Street, Merrylands at the driveway of Merrylands Bowling Club in accordance with the attached plan be approved. |
ITEM CTC-23-011 - ELAYNE PLACE AND RAWSON ROAD, GUILDFORD – PROPOSED ‘NO STOPPING’ RESTRICTIONS AND LINE MARKING |
The Traffic Committee resolved that: 1. The installation of ‘No Stopping’ signs and 10m BB line marking at the intersection of Elayne Place and Rawson Road, Guildford in accordance with the attached plan be approved.
2. This matter be renotified to affected residents for a period of 14 days prior to the installation of signs. |
ITEM CTC-23-015 - LENA PLACE AND HILLIER STREET MERRYLANDS – PROPOSED PART-TIME PARKING RESTRICTIONS DURING WASTE COLLECTION NIGHTS |
The Traffic Committee resolved that: 1. The installation of ‘No Parking 6AM to 12PM Thursday’ signs on the northern side of Lena Place and western side Hillier Street, Merrylands in accordance with the attached plan be approved.
2. The affected residents be notified of the outcome. |

Part 1 - Recommended for Approval under Delegated Authority in accordance with Part 1 of the Terms of Reference for the Cumberland Local Traffic Committee.
ITEM CTC-23-004 - GELIBOLU PARADE, AUBURN – PROPOSED ‘2P’ TIMED PARKING |
The Traffic Committee resolved: That 40 full-time unrestricted parking spaces on the western side of Gelibolu Parade, Auburn north of St Hilliers Road be replaced with ‘2P, 6am - 6pm Monday to Friday’ signs in accordance with attached plan.

ITEM CTC-23-010 - CARINYA ROAD, GIRRAWEEN – INTERSECTION SAFETY CONCERNS |
Recommendation The Traffic Committee resolved that: 1. The proposed installation of 20m BB line marking on Carinya Road on the approach to Bando Road in accordance with the attached plan be approved.
2. Council investigate further safety improvements at the intersection, with the provision of a pedestrian fence on Bando Road and a stop sign on Carinya Road, with consultation with affected residents.

ITEM CTC-23-014 - LYTTON STREET AND KILLEEN STREET, WENTWORTHVILLE – PROPOSED ‘NO STOPPING’ RESTRICTIONS AND ‘BB’ LINE MARKING |
Recommendation The Traffic Committee resolved that: 1. The installation of ‘No Stopping signs at the intersection of Lytton Street and Killeen Street, Wentworthville and associated 20m BB line marking in Lytton Street in accordance with the attached plan be approved.
2. The affected residents be notified of the outcome.
Moved by Mr Chris Worthington, Seconded by Mr George Campbell. Discussion: Mr Worthington requested that the last sentence under the report heading Consultation, be amended for clarity. Council staff advised the wording was a direct quote from the resident and read as: “Council received one objection. The resident objecting to the proposal believed that there were “no benefits and needs to install the parking restrictions”.” |

ITEM CTC-23-016 - AUGUSTUS STREET, MERRYLANDS – ROAD SAFETY CONCERNS |
The Traffic Committee resolved and recommends to Council that the installation of traffic calming devices on Augustus Street, Merrylands not be supported. |
ITEM CTC-23-026 - BRIDGE STREET, LIDCOMBE – APPLICATION FOR TEMPORARY ROAD CLOSURE |
The Traffic Committee resolved and recommends to Council that: 1. The proposed part time temporary road closure on Bridge Street between Olympic Drive and Samuel Street, Lidcombe, scheduled from Wednesday 8 March 2023 to Tuesday 14 March 2023 be supported.
2. The applicant to notify adjacent residents in advance of the road closure.
3. The applicant to obtain Road Occupancy Licences from the NSW Transport Management Centre and NSW Police approval. |
Part 2 - Recommendation to Council in accordance with Part 2 of the Terms of Reference for the Cumberland Local Traffic Committee.
The following general business was raised:
Speed Humps on Toongabbie Road
Council Officer, Mr Jai Shankar, advised that Council had received three submissions from the community raising concerns of motorists avoiding speed humps on Toongabbie Road, Toongabbie. Images were displayed to the Committee, demonstrating the concern of vehicles crossing unbroken lines to avoid the speed humps. Mr Shankar recommended that further monitoring be undertaken by the Police Area Command to ensure compliance with NSW road rules.
