Part 1 - Recommended for Approval under Delegated Authority in accordance with Part 1 of the Terms of Reference for the Cumberland Local Traffic Committee.

 

The Committee resolved the below items on the Traffic Committee Agenda as per the recommendations in the reports:

ITEM CTC-23-001 - ALEXANDRA AVENUE, WESTMEAD - PROPOSED CHANGE OF EXISTING SIGNAGE AND LINEMARKING

Resolved by Exception

The Traffic Committee resolved that:

1.    The signage and line marking on Alexandra Avenue, Westmead associated with the Refuge Island on Park Parade, Parramatta in accordance with the attached plan be approved.

 

2.    City of Parramatta be notified of the outcome.

 

ITEM CTC-23-002 - BEATRICE STREET, AUBURN – PROPOSED ‘1/4P’ TIMED PARKING RESTRICTION

Resolved by Exception

The Traffic Committee resolved that:

1.   The existing 20m full-time unrestricted parking spaces on the northern side of Beatrice Street, Auburn outside No.16 be replaced with ‘1/4P between 8am-9.30am and 2.30pm-4pm School Days’ signs in accordance with the attached plan be approved.

 

2.   Further consultation shall be carried out to the affected residents for an additional period of 14 days prior to the installation of the signs. 

 

ITEM CTC-23-003 - FIONA STREET, WOODPARK – PROPOSED 'NO PARKING' RESTRICTIONS ADJACENT TO THE POST BOX

Resolved by Exception

The Traffic Committee resolved that:

1.    The installation of ‘No Parking Australia Post Vehicles Excepted’ signs on the eastern side of Fiona Street, Woodpark south of the driveway of No.50 in accordance with the attached plan be approved.

 

2.    The affected residents be notified of the outcome.

 

ITEM CTC-23-005 - PARK ROAD, AUBURN – PROPOSED ‘BUS ZONE’ SIGNS

The Traffic Committee resolved that:

1.   The installation of ‘Bus Zone’ signs on the eastern side of Park Road, Auburn near No.80 Park Road in accordance with the attached plan be approved.

1.   The relocation of ‘No Stopping’ signs and installation of 10m BB centre line marking on the southern side of intersection of Robilliard Street and Great Western Hwy, Mays Hill in accordance with the attached plan be approved.

1.   The installation of ‘No Parking 6AM to 12PM Thursday’ signs on the northern side of Lena Place and western side Hillier Street, Merrylands in accordance with the attached plan be approved.

ITEM CTC-23-004 - GELIBOLU PARADE, AUBURN – PROPOSED ‘2P’ TIMED PARKING

The Traffic Committee resolved:

That 40 full-time unrestricted parking spaces on the western side of Gelibolu Parade, Auburn north of St Hilliers Road be replaced with ‘2P, 6am - 6pm Monday to Friday’ signs in accordance with attached plan.

ITEM CTC-23-010 - CARINYA ROAD, GIRRAWEEN – INTERSECTION SAFETY CONCERNS

Recommendation

The Traffic Committee resolved that:

1.    The proposed installation of 20m BB line marking on Carinya Road on the approach to Bando Road in accordance with the attached plan be approved.

 

2.    Council investigate further safety improvements at the intersection, with the provision of a pedestrian fence on Bando Road and a stop sign on Carinya Road, with consultation with affected residents.

ITEM CTC-23-014 - LYTTON STREET AND KILLEEN STREET, WENTWORTHVILLE – PROPOSED ‘NO STOPPING’ RESTRICTIONS AND ‘BB’ LINE MARKING

Recommendation

The Traffic Committee resolved that:

1.   The installation of ‘No Stopping signs at the intersection of Lytton Street and Killeen Street, Wentworthville and associated 20m BB line marking in Lytton Street in accordance with the attached plan be approved.

 

2.   The affected residents be notified of the outcome.

Discussion:

Mr Worthington requested that the last sentence under the report heading Consultation, be amended for clarity. Council staff advised the wording was a direct quote from the resident and read as:

“Council received one objection. The resident objecting to the proposal believed that there were “no benefits and needs to install the parking restrictions”.”

PART 2 - ITEMS REsOLVED BY EXCEPTION

Resolved by Exception

The Traffic Committee resolved and recommends to Council that the installation of traffic calming devices on Augustus Street, Merrylands not be supported.

 

ITEM CTC-23-017 - BUTLER ROAD, PEMULWUY  – ROAD SAFETY CONCERNS

Resolved by Exception

The Traffic Committee resolved and recommends to Council that the installation of traffic calming devices on Butler Road between Grazier Circuit and Lisk Road, Pemulwuy not be supported.

 

ITEM CTC-23-018 - CHISWICK ROAD, AUBURN – ROAD SAFETY CONCERNS

Resolved by Exception

The Traffic Committee resolved and recommends to Council that:

1.   The installation of traffic calming devices on Chiswick Road, Auburn not be supported.

2.   That Council review conditions in Chiswick Road, Auburn and report back to Traffic Committee in April 2024.

 

ITEM CTC-23-019 - RAILWAY PARADE AND BRIDGE STREET, GRANVILLE – PROPOSED GUARD RAILS

Resolved by Exception

The Traffic Committee resolved and recommended to Council that:

1.   The proposed installation of guard rails on Railway Parade and Bridge Road, Granville in accordance with the attached plan be approved.

2.   The guard rails be installed on the nature strip and not to impede existing pedestrian access.

3.   The cost associated with the installation and subsequent maintenance of the guard rails shall be borne by Sydney Trains at no cost to Council.

 

ITEM CTC-23-020 - CHURCH STREET, LIDCOMBE – APPLICATION FOR TEMPORARY ROAD CLOSURE

Resolved by Exception

The Traffic Committee resolved and recommends to Council that:

1.   The proposed temporary road closure facilitate crane removal on Church Street between Swete Street and Martin Street, Lidcombe, schedule for Saturday 25 and Sunday 26 March 2023 be supported.

 

2.   The applicant to notify affected residents in advance of the temporary road closure.

 

3.   The applicant to obtain Road Occupancy Licence from the NSW Transport Management Centre and NSW Police approval.

 

4.   The applicant to pay approved fees to Council as per the adopted Fees and Charges.

 

ITEM CTC-23-021 - BRAESIDE ROAD, GREYSTANES - PROPOSED MODIFICATIONS TO THE EXISTING RAISED PEDESTRIAN CROSSING – FEDERAL GOVERNMENT STIMULUS PROGRAM - ROAD SAFETY PROGRAM

Resolved by Exception

The Traffic Committee resolved and recommends to Council that:

1.    The conversion of the existing raised pedestrian crossing into a combined children and pedestrian crossing, in accordance with the attached plan be approved.

 

2.   The administration of Our Lady Queen of Peace Primary School be notified of the outcome.

 

ITEM CTC-23-026 - BRIDGE STREET, LIDCOMBE – APPLICATION FOR TEMPORARY ROAD CLOSURE

The Traffic Committee resolved and recommends to Council that:

1.   The proposed part time temporary road closure on Bridge Street between Olympic Drive and Samuel Street, Lidcombe, scheduled from Wednesday 8 March 2023 to Tuesday 14 March 2023 be supported.

 

2.   The applicant to notify adjacent residents in advance of the road closure.

 

3.   The applicant to obtain Road Occupancy Licences from the NSW Transport Management Centre and NSW Police approval.

 

ITEM CTC-23-027 - CAMPBELL HILL ROAD, GUILDFORD - ROAD SAFETY CONCERNS – OUTCOMES OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.   The installation of traffic calming devices on Campbell Hill Road, Guildford in accordance with the attached plan be supported.

 

2.   The adjacent residents be notified prior to construction.

 

ITEM CTC-23-028 - BLIGH STREET, GUILDFORD - ROAD SAFETY CONCERNS – OUTCOME OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.   The installation of traffic calming devices on Bligh Street, Guildford as per attached plan be supported.

2.   The affected resident be notified of the outcome.

ITEM CTC-23-022 - DENMARK STREET, MERRYLANDS – ROAD SAFETY CONCERNS – OUTCOMES OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.    The installation of traffic calming devices on Denmark Street, Merrylands not be supported.

 

2.    Council undertake traffic count data on Denmark Street along with community consultation and report back to the Traffic Committee in June 2023.

ITEM CTC-23-023 - WYENA ROAD, PENDLE HILL  – ROAD SAFETY CONCERNS – OUTCOME OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.    The installation of traffic calming devices on Wyena Road, Pendle Hill be supported in principle.

 

2.    Council to undertake a design for the speed humps and consult with the affected residents, and report back to the Traffic Committee in June 2023.

 

3.    Council request Cumberland Police Area Command to undertake random speed surveillance in Wyena Road, Pendle Hill.

ITEM CTC-23-024 - JONES STREET, WENTWORTHVILLE – ROAD SAFETY CONCERNS – OUTCOME OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.    Council review traffic count data on Jones Street, Wentworthville and report back to the Traffic Committee in June 2023.

 

2.    Council request Cumberland Police Area Command to undertake speed surveillance in Jones Street, Wentworthville.

ITEM CTC-23-025 - LISGAR STREET, MERRYLANDS - ROAD SAFETY CONCERNS – OUTCOME OF CONSULTATION

The Traffic Committee resolved and recommends to Council that:

1.   Council to review the traffic count data between Excelsior Street and Robertson Street, Merrylands and report back to the Traffic Committee in June 2023.

 

2.   Council request Cumberland Police Area Command to undertake random speed surveillance in Lisgar Street, Merrylands.

General Business

The following general business was raised:

Speed Humps on Toongabbie Road

Council Officer, Mr Jai Shankar, advised that Council had received three submissions from the community raising concerns of motorists avoiding speed humps on Toongabbie Road, Toongabbie. Images were displayed to the Committee, demonstrating the concern of vehicles crossing unbroken lines to avoid the speed humps. Mr Shankar recommended that further monitoring be undertaken by the Police Area Command to ensure compliance with NSW road rules.
