Mayoral Minute - The Late Peter Herlinger

Summary

 

It is with great sadness that I announce the death of the late Peter Theodore Joseph Herlinger, former Councillor and Mayor of Holroyd City Council.

 

Peter was elected as a Labor Councillor on Holroyd City Council and served for 16 years between 1987 and 2004.

 

He was the first Labor Mayor of Holroyd City Council in 128 years, serving from 1999 to 2000. 

 

Peter lived in Normac Street, Girraween with his wife Pat, where they raised their children, Robert and Julie. Over the years he made an outstanding contribution to the Girraween and Toongabbie communities.

 

Peter made tireless contributions to the Labor movement since 1940, which was the first federal election campaign in which Peter was involved.

 

He joined the Australian Labor Party in 1962 and held many positions in the Toongabbie branch, representing it at State and Federal Electorate Councils.  Peter was campaign director or deputy campaign director for Pam Allan and John Brown.

 

He also served the local community on the Western Sydney Area Health Board and the Upper Parramatta River Catchment Trust and was a member of the Girraween Public School Council. He served as a member of the Parramatta Park Trust and a patron of Girraween Little Athletics.

 

In his time on Council, Peter served as the representative for numerous Council Committees (Finance / Works, Central Gardens, Heritage, Libraries, Management review, Key to the City, Development / Community Services, Council's staff consultative committee and Corporate Development committees).

 

Peter retired from Council in March 2004 but continued his involvement with the local Labor movement and civic life. He passed away peacefully at his nursing home on Sunday 27 February 2022. He was 93 years of age.

 

Peter was a good friend and mentor to me. He was a man of great personal integrity who lived life with humour and warmth. He stood up against injustices and cared deeply about the people of our local area. He will be greatly missed.

 

Therefore Councillors, tonight I move the following:

 

 

Recommendation

That Council:

1.      Notes with great sadness the passing of Peter Herlinger, and sends our condolences to Mr Herlingers’ family; and

2.      Observe a minute’s silence to honour the life of Peter Herlinger, including his great achievements and contributions to the former Holroyd City Council and the wider community.

Mayoral Minute - Flood Relief and Support for Cumberland Council

Summary

On 11 March 2022 Commonwealth Senator the Hon. Bridget McKenzie issued a joint media release with NSW Minister the Hon. Steph Cooke to confirm that, following the severe storms in March 2022, disaster assistance would now be available in 12 additional local government areas including the Cumberland Local Government Area.

They advised that assistance was being provided through the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA) which she said may include:

·    Help for eligible people whose homes or belongings have been damaged (eligibility criteria to apply).

Despite this advice, a number of Cumberland Council residents who have lodged claims for financial assistance are experiencing difficulties with having their claims considered and determined.

Accordingly, tonight I move the following:

 

Recommendation

That Council as a result of recent flood events:

1.   Write to the Federal Minister for Emergency Management and National Recovery and Resilience, Senator the Hon. Bridget McKenzie and New South Wales Minister for Emergency Services and Resilience and Minister for Flood Recovery, the Hon. Stephanie Cooke, to confirm their advice that residents of Cumberland Council are eligible for consideration for Disaster assistance payments and to clarify the types of support payments available to them and the eligibility requirements for such payments. 

2.   Request that Minister McKenzie and Minister Cooke advocate on behalf of Cumberland Council residents to ensure a smooth process for eligible residents to apply for the payment.

Australian Local Government Association (ALGA) National General Assembly- Motions for Submission

Summary

This report recommends that Council endorse the lodgement of three Motions for consideration at the Australian Local Government Association (ALGA) National General Assembly being held in June 2022.

 

Recommendation

That Council endorse the attached Motions being lodged for the Australian Local Government Association (ALGA) National General Assembly being held in June 2022.

 

Report

At the Ordinary Meeting of Council held on 2nd March 2022, Council resolved (Min 029)

That Council:

1.   Confirm its participation in the annual ALGA National General Assembly 2022.

2.   Nominate the Mayor and Councillors Huang, Saha, Farooqui, Colman, Hamed, Christou, Elmore, Sarkis, Hussein to attend the 2022 National General Assembly of Local Government to be held in Canberra from 19 – 22 June 2022; and

3.   Give consideration to submitting motion(s) to the 2022 National General Assembly of Local Government.

 

Following this meeting, three Motions for consideration was received from Councillors by Council’s Governance Team.  A copy of these proposed Motions for lodgement are attached to this report.

 

The Motions relate to the categories of Economic Recovery and Transport and Community Infrastructure. The Motions adhere to the requirements specified in the Call for Motions Discussion Paper – issued by the ALGA.

 

It is now recommended that Council proceed to endorse these Motions to be submitted for consideration at the ALGA National General Assembly.

The lodgement of the attachment Motions accords with the Call for Motions Discussion Paper – Issued by the ALGA.

CONCLUSION

Council has three proposed Motions for consideration at the ALGA National General Assembly 2022. It is now recommended that Council proceed to lodge these Motions for consideration at the National General Assembly.
